Welcome to the third PEOPLE newsletter bringing you updates on many of the activities and events that have been taking place across the Regions over the last few months.

With a focus on Social Entrepreneurship, this issue brings you updates from the SO5 theme including the recent conference and study visit, a spotlight on the CIBUS5 sub-project and a look at one of the SO5 Best Practices. CIBUS 05 Sub-project was approved under sub-objective nº 5 “Social Entrepreneurship” within PEOPLE European Project. CIBUS aims at increasing local authorities’ capacity to develop tools and mechanisms to support social entrepreneurship and to promote cooperation between the public and private sectors.

Study Visit in Malopolska - Experiencing social entrepreneurship

After the 4th International PEOPLE conference “Social Entrepreneurship – it pays off!”, with a number of useful theoretical reflections and inspiring voices of practitioners, the participants had the opportunity to get the taste of it by visiting some real-life examples of social enterprises working in Malopolska. Two sites were in Cracow and one in the rural community of Wieprz, where the guests were taken by coach through windy Malopolska roads!

The 4th International PEOPLE Conference on 9th March in Cracow was hosted by the Malopolska Region and was entirely dedicated to PEOPLE’s sub-objective 5, i.e. social entrepreneurship.

Participants including several Polish and international experts were greeted by Mr. Roman Ciepiela, the Vice-Marshal of the Malopolska Region, who emphasised the significance of debate on the issue and suggested topics and reflections for discussion. What are the benefits and economical effects of social entrepreneurship? In what way can elderly people, the disabled, and the marginalised benefit from the sector? What legal regulations are required?

On February 3rd and 4th, the Lead Partner attended the 4th EU Interregional Cooperation Forum in Budapest, organized by the INTERREG IVC Secretariat. In general, this event offered participants an opportunity to get information about the last open call for projects, to attend workshops, to network with partners interested in the same issues and to discover the advances made by INTERREG IVC projects in the fields of Innovation and Environment.

Aneta Widak from the Marshall Office of Malopolska Region represented the PEOPLE Project and presented Malopolska's "Strategy for ageing population" as one of the regional outputs of PEOPLE. Many other PEOPLE regions and sub-projects partners participated in the Forum in Budapest, which clearly was a perfect environment for disseminating PEOPLE Project to a European audience!

There has been a lot of discussion lately in the UK about “the Big Society” – the Government’s flagship idea for changing the nature of civic society and very much personally identified with Prime Minister David Cameron. “More Society, Less State” is the slogan that’s often used, but what does it actually mean? Like many people, I’m a bit confused. Is it all about reducing the cost of public services? Can it really help to foster a sense of ownership within communities? Is it likely to make up the “democratic deficit” or is it another nail in the coffin for local democracy? These are all questions of interest to the PEOPLE programme, particularly in relation to the theme of “Civil Society Empowerment”, so I recently attended a conference in London called Social Reform in the UK: Building the ‘Big Society’ to try to find some of the answers to these questions

The Hampshire School for Social Entrepreneurs (HSSE) is part of a UK national programme which enables social entrepreneurs to establish effective, sustainable community projects and initiatives that meet social end community needs.

Since the first programme in Hampshire in 2009, HSSE has proven to be a very successful programme of personal and project development based on learning-by-doing and ongoing support.

On the 9th and 10th of December 2010, the DGASPC (General Directorate for Social Affairs and Child Protection) in Timisoara, Timis, Romania organised a conference as part of the SHAREIT subproject under the PEOPLE mini-programme. The subproject and the conference were about the use of ICT and social media to empower young people and to make them participate in society as fully-fledged citizens.
